


Virgin Islands Housing Authority; On-Call A/E Services Capital Improvement & Disaster Recovery

In the wake of Hurricanes Irma and Maria, Dynotec partnered with the Virgin Islands Housing Authority (VIHA) to help transform devastation into opportunity through a two-year IDIQ contract for A/E services.

VIHA manages nearly 3,000 public housing units across St. Thomas, St. John, and St. Croix, serving as both a housing provider and a community builder. Its mission, to create vibrant, resilient neighborhoods where families can thrive, took on new urgency after the storms left widespread damage and displaced residents.

Under this IDIQ, Dynotec supported VIHA’s ambitious recovery strategy: not just repairing what was lost, but reimagining housing for the future. Our team worked alongside VIHA to design redevelopment plans, resiliency improvements, and modernization strategies that would reposition properties into mixed-income, mixed-use communities, integrating affordable housing, commercial opportunities, and market-rate units. These efforts leveraged diverse funding sources such as LIHTC, New Market Tax Credits, Choice Neighborhood Grants, Capital Fund Grants, and CDBG-DR funds, ensuring the Authority had the tools and flexibility to execute its vision.

Priority projects included the complete redevelopment of the Estate Tutu Hi-Rise Apartments and the demolition and reconstruction of VIHA’s Central Office Building on St. Thomas. Both projects were essential to providing safe, hurricane-resilient housing for displaced families and ensuring that VIHA could continue delivering critical services to its communities.

The Result: Dynotec helped VIHA lay the groundwork for housing that is stronger, safer, and smarter. By combining resilient design with innovative redevelopment strategies, this contract positioned VIHA to turn storm recovery into long-term community revitalization.
