


Spring Hill Road Bike Lane / Shared-Use Path Construction Inspection

Dynotec partnered with SB Thomas & Associates, Inc. under an on-call contract with the Allegheny County Department of Public Works (ACDPW) to provide construction management and inspection services for road, bridge, facility, and park improvement projects across Allegheny County.

As part of this contract, Dynotec supported the Spring Hill Road Bike Lane/Shared-Use Path Project, which created a 10-foot-wide shared-use path to enhance pedestrian and cycling connectivity. The project linked Natrona, Alsco Community Park, and local neighborhoods and businesses along Freeport Road, while also extending connections to regional trail systems, connecting the Three Rivers Heritage Trail to the Butler/Freeport Trail for an additional 22 miles of recreational and commuter access.

Dynotec provided a full-time construction inspector during the four-month construction period. Responsibilities included inspecting roadway rehabilitation, slip form curb construction, drainage improvements, guide rail and sign installation, ADA ramp construction, and new concrete sidewalks. Dynotec prepared daily inspection reports, coordinated with County personnel, and monitored contractor compliance to ensure quality and accountability throughout the project.

The Result: The Spring Hill Road project improved local safety and connectivity while strengthening regional trail networks, supporting Allegheny County’s commitment to multimodal transportation and recreation. Dynotec’s inspection expertise helped deliver the project efficiently, with a focus on compliance, safety, and long-term usability.
